My theory is that Frank is important to the lore , think about it
He's the only one who is seen frowning - something Wally can't do
Heck - Wally is probably Jealous that Frank can frown.
He's also openly gay and free to say what he wants, another thing Wally can't do

I'd like to think the conversation started with Wally asking 'how to frown;
Frank's responds was "frowning is easy, see"
"Maybe for you but not for me"

And I just realised
You know the way everything Wally owns is yellow, blue,red and orange
This colour combination is important , you see it everywhere in the guest book -
And whos wearing this combination in the picture

Another theory I have is that Wally made the WHRP -
I'm still trying to figure out why - why did he do this ?
all I can think of is that he's lonely and he wants the show to be brought back so his friends can be resorted.
The next question is , what and who did he choose to "help" him made the WHRP.
Maybe Frank's puppeteer!
