The city officials heard Goldenheart's report on the rebellious Jack and came to a decision. They had no choice but to strip Jack of his hero status and declare him a villain.

They sent their best forces to capture him and bring him to justice. But Jack refused to give up without a fight. He used his powers to resist and fight back, causing a lot of damage and injuring many people in the process.
