Screams echoed throughout the room.

Dozens of eyes were drawn to the blue screen in front of them, witnessing a massacre not heard of in years. Time and time again security cameras were bathed in the remains of inmates and guards alike, both sharing a similar fate at the hands of this monster.

General Ironwood grimaced as a flash of red filled the dark room once again.

"Open fire! Don't let up!"

"The hell?!"

"H-He's not stopping!"

Ironwood himself had watched this recording dozens of times now, but those desperate cries of Atlas soldiers, his men would haunt him till the end of time.

"That's enough." his voice blinked the video out of existence and the room was flooded with light once again. Rising from his chair, the general stood tall in front of his fellow councilmen. Another screen appeared behind him, displaying a screenshot of the monster within the recording.

"This was pulled from a high security prison we lost contact with 48 hours ago."

The screen changed, now showing photos of black body bags and people dressed in white protective gear carrying them around just outside the prison.

"Of the 1054 inmates and 165 guards we found a total of 12 survivors, all being inmates. None of them got a good look at our intruder."

Now a screenshot of the security footage was shown, giving those in attendance a clear look of the intruder.

One of the councilmen spoke up "Are we sure this person isn't affiliated with the White Fang?"

He saw several expressions sour at the mention of the organization, Ironwood was well aware of their affect on Atlas as a whole and the varying issues that came with them.

"This doesn't go with their MO, in the past there have been casualties associated with the group, but those were in rare cases and extremely small numbers compared to this incident. Adding to this, over half the inmates in the prison were Faunus, some even members of the White Fang." Ironwood quickly answered, he knew of the clear dangers the organization posed to Atlas and its people. The Faunus within the group were violent for sure but mass murder on this scale? It was unheard of.

"Clearly we have far more pressing issues than the White Fang at the moment." he gestured to the screen.

"Currently we have identified him as "3". A number he gave in response to a request for identification from one of the guards." the video drastically zoomed in on the man's left hand, which displayed the number seemingly carved into his skin.

"He has displayed enhanced speed, strength, and reflexes. Along with potentially 3 different semblances." the room went into an uproar.

"That's impossible! There hasn't ever even been reports of 2 semblances for one person, but 3?! You must be mistaken!" one yelled.

Ironwood turned his attention to the screen "Firstly he has high speed regeneration. A ability he casually showcases several times to response of a variety of successful attacks." on screen is shown an instance of this, closing up an array of holes in his chest without a second thought.

The general was reluctant to show them a more extreme example in fear of creating even more of a panic. By far this is the most scary thing about this new threat. What lengths would he have to go in order to kill this monster?

"Next is a more traditional semblance and one you might've already seen." after his words a video displaying the man utilizing a number of  small circular disks, each pitch black in color and no larger than a foot and a half in width. They served as miniature portals he could deploy.
