Once again a year goes by and Arthur is now 14 and his territory is producing money rapidly.

Arthur started thinking that it was time to prepare the viscounty for its first city. First, he summoned city walls in a 5x5 km area. His fort was at the midpoint of the walls so left and right the walls headed 2.5km while the walls extended out 5 km towards the wilderness away from the Sein River.

Arthur then upgraded the fort to a castle by spending another 500 gold coins. making it so that the defensive facilities have been massively increased although he has a severe lack of soldiers to man the walls.

Next Arthur sent out five, 1 km cement roads to form the main road of the city and did it north to south and east to west dividing the city into 4 with a large square at the road intersection. finally, he built roads on either side of the main road both parallel and perpendicular chopping the city into many smaller sections.

Looking at this empty city Arthur saw that he had nowhere near enough gold coins to fill it up.
Doing a quick estimate based on having about 4000 acres of land inside the walls available and about 4 buildings per acre based on the cement 3 story buildings, he can fit 16,000 buildings inside the walls.
Doing about 65% residential means that he can fit 10,400 cement apartments. And with 6 people per floor for optimal size and 18 total per building, he can estimate the max capacity is 187,200 people.
This is without any raising of floors later on.
The main issue now is that the houses will cost 208,000 gold which is still far out. The food required is simply not available by normal farming so Arthur started looking at using magic to solve the food problem.
Magic Farm, Super Magic Farm, Supreme Magic Farm.
A regular magic farm is equivalent to a farmer doing 40 acres of fields but takes up only 1/4 of an acre, and can feed 20 people.
A super magic farm can feed 5000 people on 4 acres.
A supreme magic farm can feed 50,000 on the same 4 acres
The price is 100, 1000, 10000 respectively.
Looking at the different magic farms Arthur realized that the only way to produce enough food is from these magic farms because if he wanted a large population he would run out of room having so may spread out farms.
It will cost 40,000 gold to provide enough food for the city using the most cost effective supreme magic farms.

-stop increasing amounts of farmers as it is a waste of space.
-purchase 2 super magic farms right now and then 1 year from now recycle the food produced back to the system for 20,000 gold
-1 year from now purchase 2 supreme magic farms and upgrade the original 2 super magic farms reaching self sufficiency to feed 200,000 people
-2 years from now purchase 4 super magic farms that will be used as the main source of income after establishing the city
-3 years from now, buy all the buildings for the city and fill it up with normal citizens

Arthurs eyes fluttered open as he felt a hand gently pulling him. Arthur looked to his side and saw his maid lily with a smile.
"Young Master, good morning! Come with me and we will get you dressed."
Arthur got up and got dressed under lily's care and wore a nice black suit, these years Arthur found that he got used to wearing a suit.
Arthur headed to the dining room and started eating.
"Jarvis, how are the territory finances recently?"
Jarvis bowed and spoke,
"Young Master, your ability is outstanding and things have followed your plans to the tee and you can proceed with the next step of your plan."
"Besides the normal running of the territory something interesting happened, we recently received cards indicating that our neighbors the Baron Herschel and Viscount Bobby would come by to visit."
Arthur looked intrigued,
"Why are they coming over at this point and they didn't say anything when I first came over to my territory?"
Jarvis replied seriously,
"Young Master doesn't know but the custom in the Magnus empire is that if a pioneering noble can establish himself for 5 years, it means that he is unlikely to die suddenly or have the territory collapse, therefore the custom is to wait 5 years to send congratulations on establishing a territory."
Arthur nodded, it would be quite embarrassing to congratulate someone 1 day and then the next day their territory collapsed because of mismanagement.
Arthur asked, "How long till they come over?"
Jarvis replied, "1 month from now young master."
Arthur started thinking before replying, "send cards back that we will welcome them to come by and visit in a months time."
"Yes young master."
Arthur finished eating and started heading outside to bring the city to life.
