That's literally the plot I was just eating pizza when my brain said oo what if izuku was put in a mental asylum but cuz of his quirk and than I got a few other ideas to go with that
Like nomu izuku in an asylum
Or just izuku with a rly strong quirk that went out of control
Or a falsely accused izuku / with a strong quirk & a kid /was taken young
Also thought of omegaverse crazy quirk made him loose control (alpha, beta, omega) I don't rly care which 1 alpha would be ok ig
I also thought ooo what if sum of the docs treated him bad and eventualy he started gaining pleasure in tricks, scaring, or injuring the bad docs
And yeah I did eventualy think about him meeting katsuki and his mom again
Or maybe he ends escaping and meeting the pro heros or future 1-A and eventualy finds his family

Here's some quirks I think would gud with the story idea
-quirks that give him a more Monster like appearance like scales, animal eyes, spider eyes, scorpion tail, posiosn skin or venom
-maybe sum digi grade legs, very sharp/jagged teeth,
And also quirks that make him an actual threat
-highly toxic based quirk, radiation, blue to white flames those are the hottest, quirks that put him in a berserk state if used to long, physical enhances, ect idk what else rly
