That is the Aristotles hailing from the Oort Cloud, TYPE-Oort. Dubbed One Radiance Thing by Humanity, and later shortened to ORT, it was originally misidentified as TYPE-Mercury due to its metallic carapus.
However, it has no understanding of any of this. It has never self-reflected in the past nor does it monitor the activities of individual humans.
More machine than beast, more monster than human, it is an entirely alien existence that could never naturally appear on Earth.
However, it's not as though a heart doesn't beat within it... If conditions are right, that is- if it is made to experience the world as a human would- mutual understanding may become possible.

However, as it is from the farthest object in the Sol System and exists in a place with different rules from Earth, this skill still reaches a high rank.

Magecraft cannot affect it. As it is an extraterrestrial TYPE, a layer of space that rejects earthborn mystics surrounds it.
Territory Creation: EX
The capacity to create a territory. At this rank, it becomes possible to infringe upon The World...
However, this also reflects its ever-expanding library of knowledge and abilities.

Derived of ORT's authorities over the Oort Cloud, it can make constructs of ice and snow. But due to understanding nuclear fusion, it is also able to fuse the ices into heavier elements and create things out of them.

An unranked skill that embodies ORT's physiology, and acts as an amalgamation of other skills that are a byproduct of its functions as the One Radiance Thing phenomenon.
Self-Transmutation: A
ORT is able to modify itself, changing its appearance, granting itself Madness Enhancement, or becoming a limited Wish-Granter. However, it is utterly incapable of altering its nature. That is to say, it cannot cease to be a Servant nor can it become a flesh and blood creature. It will forever be a green blob in an insectoid shell...
Dynakinesis: A+
Energy manipulation. Electromagnetic radiation, kinetic/thermal energy, magic energy, and electricity can all be absorbed and controlled, most obviously in the form of flash freezing, sudden fires, lightning, and laser beams. This is actually accomplished via thought alone, thanks to being a Higher Order Lifeform.
One's Own Energy: A+
It is ORT's Nuclear Reactor. That is to say, its heart. It continuously produces energy to sustain itself. For that reason, it does not require a master.
Sight(ORT): EX
It is an ability ORT has always possessed, the capacity to Perceive and Comprehend. This is an ability that can be used to predict the future or analyze the contents of an organism's mind, or to understand its anatomy and find weak points. This is also why ORT is covered in eyes in its Servant form.
Natural Body(Transcendental): EX
TYPE-Oort has possessed a body without defects since birth. It does not age, does not fall ill, does not possess unnecessary functions, and is nigh-indestructible. It is a perfected formula.
Timeline Actualization: ----
A skill possessed by the ORT Xibalba who appeared in the South American Lostbelt, thanks to having assimilated with a Fantasy Tree. In its current state, ORT lacks this ability. However, it retains the ability to mentally simulate Human History.
Divinity: E---
The lowest possible Divinity. In fact, at this point, calling it "Divine" is nothing more than a formality. Nevertheless, this Divinity is something it can turn on if need be- temporarily granting it a Divinity of Rank E. But, ordinarily, this skill is effectively nonexistent. As for how ORT acquired it...
Ultimate One: D+
It is the Ultimate One of the Oort Cloud. Like all Ultimate Ones, it can request its homeworld for backup, and this skill embodies that. However, due to the unique nature of its home as a collection of countless comets, ORT can receive backup that scales with the number of threats. But, due to the distance from its home, the rank is low...
All Drain(Radiant Ver): EX
The capacity to drain energy from objects, namely living things. Unlike Vampirism, All Drain can also absorb skills and knowledge, as well. But unlike the standard All Drain, All Drain(Radiant) is used ala green tendrils of energy and has a byproduct of turning victims to crystal.
Resummon: EX
Battle Continuation taken to the illogical extreme. It allows ORT to, as long as a single fragment of its body remains, summon itself. It is an ORT that is completely healthy, full of energy, and one that retains all memories of the previous one.
Ruinous Star: A
It is Calamity. It is Death. It is The End. It is a Disaster. No matter its wish, no matter its logic, destruction invariably trails the One Radiance Thing. And this is a skill symbolizing that. It is not something it originally had, but an aspect that was infused into it by the awe of Earthlings.
Independent Manifestation: D++
ORT is a self-made Servant separate from the Throne of Heroes. It accomplished this feat by solidifying its own soul. That is to say, ORT is a True Heroic Spirit and thus lacks any True Class. "Grand Foreigner" is a false designation originally given by Chaldea's system because no other label was appropriate. However, it isn't as if replacing the false label is necessary. Because there will only ever be one deserving of the title...
Nevertheless, this skill allows ORT to stay manifested for no cost of mana and grants it more freedom as far as answering Summons go.
Noble Phantasms
Lacrima Phantasm: EX
Authority over the Oort Cloud. However, thanks to the Oort Cloud being a collection of comets enveloping the Sol System, it can use it to call down comets even when not in the "Oort Cloud." It also allows ORT to manipulate the substances that make up comets, ices, regardless of where in the solar system it is.
Solar Storm: EX
ORT can emit solar winds. A true solar wind, just like the Sun. It is also able to, through invoking its True Name, create what amounts to a Space Hurricane. Or perhaps, a Sun Thunderstorm would be a more opt name.
Unlisted Noble Phantasm
Crystal Valley: EX
World Overture, domain expansion. It overwrites the surrounding Texture with that of the Oort Cloud. This is accomplished via Territory Creation. And while within an affected space, ORT's Ultimate One skill becomes Rank EX as he is within the Oort Cloud.
