2 Months After Izuku's "Death"

When Lady Nagant, or Kaina Tsutsumi got a call about a extremely important mission she didn't expect it to be about the son of All Might who had been "murdered" and she was sent to investigate and contain any information so it doesn't leak to the public.

That included silencing the boy if he was located.

But then she started reading his file she realized that doing so would be a lot harder than she originally thought, seeing as his history included constant bullying and harassment from children his age and neglect on the part of his parents.

That information made Kaina sick, Japan's number 1 and number 7 hero neglected their own son due to lack of quirk? This case would only be the start of her downward spiral towards the the role of an anti-hero that she would eventually take up.

She started her own investigation into the life and "death" of Izuku Midoriya, swearing that she would get the boy the justice he deserved, even if it meant going against the HPSC and hero society as a whole.

She had to repent for the blood on her hands and the pile of corpses that she always saw in her shadow.

~~~~~~~~~~~Punishment Time~~~~~~~~~~~
Nezu would have had the children blacklisted from every hero school on the damn map for what they had done, on top of mandatory quirk suppression cuff usage for the rest of their miserable little lives, including counseling for what they had done. The only reason he couldn't send them to Tartarus for the rest of their lives was because of the kids relations to heroes in the top 10, and the HPSC's constant meddling in regards to the "unjust punishment to promising future heroes who were just doing their civil duty" forced him to lessen the punishment to quirk suppression cuffs until the U.A. entrance exam and then putting them on a VERY tight leash, if they fucked up this 1 chance then they were done for good.
But the HPSC's view of their torture of Izuku made his blood boil, doing their civil duty!? They tortured an innocent boy for his "crime" of existing! But the HPSC had forced his hand, he was going to dig up as much dirt on the HPSC as humanly possible and fry their corrupt asses for the whole world to see.
His only regret was that he hadn't done so before Izuku got caught up in all of this.
~~~~~~~~~~~~TO RAMSGATE~~~~~~~~~~~~

In the time that Izuku had been in Ramsgate he had picked up information on behemoths and the Shattered Isles like a fish to water, and he quickly became a well liked person among those who lived in Ramsgate, slayer and citizen alike.

Around a week after the meeting between Ramsgate's influential figures, Izuku was given a wheelchair by Gregario Flint, who after hearing of Izuku's circumstances though it would be best to use his immense wealth to help the boy find a mean of transport, even if wheelchairs were quite difficult to obtain from the few places that even had them available, and Gregario soon became a fan of Izuku's natural hair color, even creating and naming a dye of similar color, Otherworldly Evergreen.

Though among the changes made to Izuku's lifestyle was his curiosity about EVERYTHING. Cells, tonics, aether, repeaters, strikers, lanterns, behemoths, and even weapon and armor smithing, the masters of each craft were more than happy to teach the boy everything that they could possibly teach him. And when Izuku asked Markus about sailing? The man squealed in his excitement, and him and Izuku had a rapid fire conversation for 6 HOURS!

But when they weren't teaching Izuku whatever he wanted to learn, they collaborated and cooperated on their secret project, replacement limbs for Izuku.
