For Emotional Strength, I put them as equals, as they were both skilled Dark Side users, using their emotions and the Dark Side to fuel their skills in combat. On top of this, Sidious had amazing control of his emotions, even in a fight, and from what I've seen about Thexan, he was much more emotionally controlled than Arcaan, as seen by his more calm demeanor in the SWTOR Trailer he was first introduced in.
For Experience, I put Thexan just above Sidious due to him fighting in a galactic-scale war and having killed both Sith and Jedi alike. Sidious never fought in a war however he did have plenty of experience, but Thexan takes the edge.
