My reasoning for them being so close is the fact that Kanan improved dramatically upon his skill with his lightsaber and who he was as a person between Malachor and his death. While I don't think in the end Kanan would best Maul in combat ultimately, I think he would put up quite a fight. I've always seen Season 4 Kanan at the same rank as a low-ranking Jedi Master, so possibly around Luminara Unduli in terms of rank. And for anyone going " well Kenobi one-shot Maul on Tatooine, " he tricked Maul and completely caught him off-guard. And for anyone saying " well Maul blinded Kanan on Malachor, " Yet again, Maul caught Kanan off-guard, so Kanan never exactly had the chance to go, " oh shit, I'm finna lose my sight. "
