They had gotten hurt during the crisis and had to be placed in a wheelchair for life. Thus, having a boring life after the fact they aqcuire great hacking skills, as well as making armor and rockets for their wheelchair when the overwatch was called upon again, which they had only joined after a short visit from a friend upon hearing Winston's message.
With the armored wheelchair, they gain speed boosts for short limited time and can spin knocking down their enemies that way. Though with their wheelchair they also had made arm gauntlets that can have lasers and a flying drone launched out to spot enemies' locations for a sort time as well.
