The Doctor is probably one of if not the most charismatic individual in Terra when he's still alive, this charisma of his is very potent that it can make even a king jealous, one example of his charisma is him commanding a paramilitary force with every individual of said army having differing goals, morals, or views, despite that his charisma can bring them together and even indirectly have them form bonds with each other.
Tactical Genius B+
The Doctor, before or after his amnesia is known as an incredible field commander feared by his enemies, his approach to combats are well thought out and planned, and despite the skill being degraded because of his amnesia it gave an unrecognized benefit to himself and his allies.
Commander's Eye B+
A unique iteration of the "Mind's Eye" in which instead of focusing on a singular or small group of enemies Commander's Eye gives a "bird's eye view" vision to the holder and allows the holder to analyze hundreds of enemies rapidly while keeping all of those information in a sort of mental library where they can quickly use those information whenever needed and having a basic danger sense for every individuals that he recognized as an ally.

The Doctor is given a single squad with twelve slots that he can fill with any of his operators, with them only being summonable within the 5~6 meter radius but afterwards they can wander off as far as they want but The Doctor can immediately retreat them which starts a 60 seconds cooldown before they can be used again this is also the case if any operators were killed, if just summoned The Doctor will have an empty squad so he needs to find a place to setup his Office first and also the lower the operators "quality" is, the lower the mana usage.

The Pharmaceutical Company that just so happen to have a paramilitary force, The Doctor summons all of his operators but it will cost an immense amount of magical energy to the point of being lethal, or The Doctor can just summon the entirety of The Rhodes Island Landship, very effective as an intimadation tactic but the sheer cost of magical energy is just not worth it.
