Do anything to be a hero? HPCS Izuku (DISCONTINUED)

Experiment -part 1

After the previous events on the day before, he found himself with his suitcase and bag.
Izuku had everything he owned packed up because he had to move, luckily the Hero Public Safety Commission have bought him an apartment after he signed his contract.
He's now officially an agent of the comission. He didn't know how to feel about this or what to expect in the future.

But he knows one thing, he'll make the bastard that hired the robber pay.

He already has an idea how the commission operates, since he knows that their work is secret they definitely work in the shadows. And since they didn't care about him murdering the robber, he figured he will probably have to stain his hands with lots of blood.
But that didn't matter to him that much, he had 2 more important stuff to worry about. Firstly what he will be doing for the HPSC and second, what does he do about the lovely lady nagant? He said he had an idea, but to be honest, he didn't.
He knew he wanted to bring her out of Tartarus, but he couldn't figure out how. He has to come up with something, and quite fast since they would let him have chats with her after a month of working there.

He suddenly got pulled out of his muttering, after a black luxury car stopped in front of him. The driver opened the door for him after showing the two gentle already sitting there, both holding their HPSC badges.
The driver said "good afternoon Agent Zero, it's a pleasure to meet you. I'm your new personal driver, but you can call me Ben if you'd like".
Izuku quicky answered:
"Pleasure to meet you Mr.Ben, and good afternoon to you as well" he said before entering the car.
The other 2 agents haven't talked much, one of them was Agent Mera, Yokumiru Mera the Acting President of the commission, the other one left izuku in shock. It was the recently debuted hero hawks?! He soon got informed that hawks also works for the HPSC.
The driver broke the silence, as he said something to izuku
"Our first stop is the secret base of the HPSC, only important agents get to know this one, the second stop will be your new apartment".
Izuku answered with concern in his voice
"Huh? Why am I an important agent? I just joined and, well, I'm quirkless. It doesn't make a lot of sense to me".
Hawks quickly gave the boy an answer
"Oh you're way more important then you think, firstly is the reason that they trust you that you can change lady nagant for the better. And second, is something that's not in my place to say, let's just say they expect great things of you, Zero".
Izuku started to feel uncomfortable, great things? Of him?! How could he achieve something great, when he's been told all his life long that he's useless.
The puzzled izuku shortly after that conversation has entered the main building of the HPSC. He got greeted by his new boss, known as Madam President.

"Welcome Agent Zero, I'll show you your office shortly, the key to your Appartement is on the desk. But first let's discuss your work here. Firstly your role in this agency are 3 things, firstly a detective, my decision for this is quite frankly how fast you discovered the secret of our former agent. Secondly we want you to do what you requested, to convince and change our former enforcer lady nagant. We don't really care how you do it, do what you want with her. And your 3rd role is Enforcer, we want you to take on missions we give you. You may ask yourself, how you'd do that? For decades we have studied quirks, everything about them how they work, and finally, we were able to re-create 3 of them. For the normal person with a quirk, they wouldn't be able to handle it. It would be a too great strain on their body, but for a quirkless person, we calculated that they could hold up to 4 maybe even 5. I think you get where I'm going with this." The president gave a smug smile.
Izukus eyes widen, re-create quirks? He never thought that that would even nearly be possible. "I-I don't want to get ahead of my self, but since you gave me the role of enforcer, as well as showing me the location of this top secret base, I can only guess that you'd be giving me quirks".
A chuckle was heard as she said
"Spot on, Zero".
He couldn't believe it, he would be gaining quirks, something he never even thought was possible.
"To prepare you for the quirks, Agent Hawks will teach you everything he knows. As well as toughing your body up.
But let's discuss the quirks you'd be gaining.
