1.) Because of the fame that the Phantom Thieves are getting from changing people's hearts, one local movie company wants to make a movie about them but are having trouble finding good actors to play as the Phantom Thieves and the villains. Make the rest up
2.) This is just me but if you choose Scenario 2, then we redo the whole Persona 5 story but make it like a Cinematic universe of them. Just like How the Mario movie was made.
