The first Semblance of Custodian Culture and establishment of a Custodian State was when a Roman Colony/Diplomatic Fleet Sailed from Sinai to presumably establish relations with the Han Dynasty in China, unfortunately, God or Neptune didn't want this to happen so when they were about to reach China, he cast a massive storm upon them and made them lose their course and somehow landed them in the Pacific Ocean. Not wanting to die, the Leader Maximinus Polybius decided to sail East hoping they could find land, unsurprisingly they established the City of Nova Romana (I couldn't think of anything else) but the rest is obscure but it has been established that they mingled with the natives.
