The twins who learned agility with Emi used their skills to avoid Todoroki's attacks.

Migi picked up a chunk of his ice blocking Hidari from the fire creating mist. Todoroki wasn't able to see them while he couldn't they hid behind some rubble to regroup.

"He's avoiding us," Migi whispered.

"He doesn't know."
"We need to use the mist to our advantage."

They split up again and left the mist assuming he did too.

Todoroki had backed out of the mist hoping to get a grasp of what to do next. Migi appeared on his right and Hidari on his left, he looked back and forth at them trying to determine which one was the threat.

"We really do like you Todoroki," Hidari said.

"But we want to pass," Migi told him.

They charged at him then Migi started shouting hoping it would make her faster. Todoroki ran at Migi and went to spinning hook kick but she slid underneath his leg barely missing his foot. She grabbed his leg forcing him to fall; he got his leg free from her then spun on his back getting himself up onto his feet then froze her arm to the ground, when he looked up Hidari's hand was right in front of him, and before he could think she touched his forehead. He grabbed her and switched places, he threw her onto her sister as he stood in front of them.

He held up his hand to shoot ice at them but it just kept poking in and out of his arm, and his hair caught fire without him activating his fire quirk. His fingers started freezing and it slowly started moving up his arm.

"This is your chance Hidari get a lanyard!" Migi told her.

Hidari shot towards him, he went to dodge her but his feet froze to the ground forcing him in place. Hidari reached for the lanyard but stopped.

"No."

She left Todoroki and broke Migi's arm out of the ice.

"Time over."

"Hidari, why didn't you take the lanyard?"
"Because it wasn't together."

Hidari held out her pinky and smiled.

"Hidari," Migi said embracing her sister.

"HEY!" Bakugo yelled down.

They looked up to him and saw Midoryia pointing to Todoroki whose right side was slowly freezing him.

"OH!"

Migi stood up and ran over to him.

"Touch."

The ice thawed and the fire went out.

Izuku and Bakugo jumped down.

"How did that feel?" Izuku asked.

"It hurt, everything started going black when my ice took over."

Hidari walked over and took her sister's hand.

"My quirk scrambles quirks but it also messes with your brain, it scares it then your brain starts panicking and makes your quirk fight everything even itself. The seeing black is your body thinking it's dying so then it acts like it."

"You can do all that with just a touch?" Bakugo asked in shock.

"Mhm, and she can undo it," Hidari said motioning to Migi.

The three looked at each other.

After the fights, Bakugo, Todoroki, and Izuku changed back into regular clothes and went to a restaurant.

"Not too many passed I hope they make a different test so we don't have to do it again," Todoroki said as he sipped his water.

"The twins, did you know they were that strong," Izuku asked Bakugo.

"They actually got in on recommendation," he answered while eating a dumpling.

"Who recommended them?"
"A doctor."
"A doctor?"

"I got to read the notes the doctor wrote she said that they needed training. Apparently, every time they use their quirks they get weakened," Bakugo explained.

"If they use it too much they could lose it?" Todoroki thought.

"Yup. They were accepted by the school because Nezu wants to see if that part of their quirk can be fixed so they don't lose it," Bakugo answered.

"What about the other two?"
"Entrance exam. The dude used his quirk to keep track of the robots while he set up traps to trip them so when he got them down he would hit its head till it deactivated, it was pretty impressive. The girl hid and ran and pulled people who were hurt to the side and apparently got enough rescue points to pass."

"She could be trained," Todoroki said.

"Herself yes but I don't think her quirk as hope," he replied.

"You thought that about mine too."
"But yours had hope no matter how annoying it was in the beginning it had potential."

After they finished eating they headed back to the dorms, Todoroki went to Nezu to talk about the twins. They called for them and when they got to the office they were told they had passed the license exam, Todoroki liked Hidari's option to fail with her sister instead of passing alone. He knew they were strong and they would have beaten him so he believed they should pass.

The twins hugged Todoroki thanking him then ran back to their dorm.

I'm not really sure how to end this chapter so I'm moving on to the next
