From all the evidence I've seen, I'm pretty sure it's 100% real.
My theory is that after the events of the Dark Flour War and the founding of the Republic, the Council protected the Republic until they vanished. And no one has ever seen a Magical in the Creme Republic ever since until the debut of Clotted Cream Cookie and Financier Cookie (F).
