The residence was as large and grand as one would expect for someone as highly placed as Michael Jenner in the UK government. Jenner was the head of MI6, and had powerful connections everywhere, or at least he did before his name had been given to McCafferty as the one who was in Hydra and had managed to escape detection. McCafferty had passed the information on to the UK government, the ones that weren't Hydra as far as anyone knew but did not show up for such a momentous arrest himself. No one knew his current location; he'd stopped communicating and no one else in the CIA leadership wanted to be seen potentially interfering even if it was in a country where they and MI6 worked hand in hand. On the afternoon the residence was surrounded by military officers, police officers and a few very annoyed members of Parliament, it was a cold, grey day with constant drizzle. There was an aura of tension in the air, since no one was sure who was home at the residence or what Jenner would do when he realized his home was surrounded.

"He's home, for sure?" One of the members of Parliament asked the officer in charge. The officer tried not to roll his eyes at the politician.

"Yes, that much we know. We just don't know if his wife and kids are home as well."

"Can't we find that out? Getting them hurt or killed won't look good."
"We are trying to find that out now."

The wait continued until there was confirmation, a long forty minutes later during which the politicians were grumbling about the inefficiency of both the military and law enforcement, that Jenner had to be in the residence alone. He'd made no attempt at communication of any kind with either colleagues or anyone in the cadre of police and military ready to haul him out of the house, alive if possible. The silence was unnerving to those waiting, but no one was quite ready to issue the order to storm the house when they weren't sure what they would find.

The man going by the name Dougal had been inside the house owned by Jenner for over a day already when the head of MI6 finally returned home. The house was otherwise empty, Jenner had sent his wife and children away, a last attempt at decency in a man who'd been a loyal member of Hydra for far too long. Dougal himself had not known Jenner was Hydra and had served the man loyally for years, until with the help of the Winter Soldier's organization Jenner's name had finally surfaced, the last big name attached to Hydra in the UK government. Dougal had then been the one to hack into Jenner's own files, pulling out other names, lower-level names in the UK government, but names he'd not found in all of his work on the subject, and leaked them one by one to his real employer. The Winter Soldier, though in Madripoor, had made sure the people Dougal named were eliminated, one by one, until Jenner was left with nothing. Dougal had known Jenner had wanted to try and make a deal, possibly involving immunity if he provided names of other members of Hydra, and once Jenner had nothing to offer, his name was suddenly leaked to McCafferty of all people.

Dougal had at first not been sure it wasn't a fitting end for Jenner to simply be arrested and left to rot in a jail cell. Quite the comedown for someone who'd commanded so much power and influence in the UK government. He'd finally concluded that it wasn't enough, and since Jenner was the last one, it was better to kill him, and make sure nothing was left of him or Hydra but the ones already in prison. The fact that Jenner had fooled even Dougal for so long made him want to kill the man himself. Permission to carry out Jenner's death had been received from headquarters in Madripoor, with the warning that he couldn't afford to fail. Dougal had long been an analyst, a hacker, someone who gathered information from the safety of his desk. He had no field experience and he understood why the Winter Soldier would be somewhat less than enthusiastic about him, a mere novice at the more gruesome aspects of the job. He could mess up and badly, and he knew the Winter Soldier had to have a backup plan in place just in case. Dougal felt it was a matter of pride that the backup wouldn't be needed.
