This story is the result of thinking about how the Winter Soldier would react to being free of Hydra and what he would do to ensure the freedom as Bucky Barnes is trying to emerge. The memories would have been random, and that's how I wrote the story, random memories emerging to give Bucky a chance to reclaim himself. I was particularly fascinated with the idea of the Winter Soldier in Madripoor, based on the scenes from Falcon and the Winter Soldier where everyone in Lowtown seemed to know him. I looked up some things to have an idea of Madripoor, but I have not read the comics so what is contained in this story is only from the depths of my imagination. I also decided that once the Winter Soldier was free and Bucky was once again trying to live, Madripoor was a natural place for him to go, a place to be off the radar, and with an existing organization in place, also to use it to eliminate the people from Hydra who would try to seek him out. After all, for some in Hydra, the Winter Soldier would be the obvious choice for a new leader, the one to rebuild Hydra....except the Winter Soldier and Bucky would not want that dubious honor. Others would want the Winter Soldier and all of his skills, once again without asking what the Winter Soldier or Bucky would want. I tried to make this fit between Captain America the Winter Soldier and Civil War, but perhaps it's just a What If episode in longer form. I may also have gone overboard.
