Act 3: Democracy under the Dead

Journalist: It seems that something has just happened. F..From now on, we'll bring you the story from inside the studio. The conditions outside seem very chaotic, so please stay home unless it's absolutely necessary to go outside. We'll bring you more on this breaking story as soon as it's safe to cover the current situation from the site.

Takashi hit the desk frustrated.

Takashi: Is that all? Why didn't they say anything else?

Saya: They're afraid of causing a panic.

Rei: Right now?

Saya: yeah, because it's right now. Fear brings chaos, and chaos causes a disruption of order. And when order is disrupted, how are you going to deal with moving-dead?

The news showed that the outbreak was happening not just in their city but all around Japan.

Takashi: They're everywhere in the country.

Kohta: That's crazy...everything was normal when I checked the internet this morning.

Rei: I can't believe this. This happened all over the country in the matter of a few hours. Don't you think so? There has to be a safe place. Everything will go back to normal soon.

Saya: That's not going to happen.

Takashi: You don't have to be so blunt about it.

Saya: This is a pandemic. There's nothing we can do! 

Shizuka: Pandemic?

Saya: The outbreak of an infectious disease. It means the entire country is experiencing an outbreak of the same disease.

Takashi: Is it like influenza?

Saya: This is just like the Spanish flu of 1918. More than 600 million people were infected and 50 million people died from it. Remember the recent panic caused by the new type of influenza?

Shizuka: I think this is more like the Black Death from the 14th century.  

Saya: At that time, one third of the European population died.

Hunter: What about the Racoon city?

The whole room is silent after Hunter mentioned Racoon city.

Shizuka: The Racoon city? I heard there was an outbreak in that city before it was blowed up. It was never mentioned in the news but some people said it was caused by a bio-terrorism.

Kohta: what I know that incident has something to do with that pharmaceutical company. What's the name? I kinda forgot. 

Saeko: The umbrella?

Kohta: Yeah that's right! Although the company was shut down in 2004. From what I saw on the internet, the world congress suspended Umbrella's right to do business leading them to bankruptcy.

Rei: But There was not much information given about that event. It's like the America government didn't have enough proof to blame that company. 

Saya: Of course they didn't. All the evidences probably were destroyed. The Umbrella tried to avoid from getting blamed or else they won't be able to sell their products. Not to mention the profits they gained from doing business with bio-terrorist organization. The Racoon city accident happened in 1998, it's 2007 now. If I remember correctly there were several accidents caused by a bio-terror attack between 1998 and 2007.
