Each Games will include two victors, a change to the actual Hunger Games series. The Second Rebellion and victor killings never occurred for this series.
After the failed District Games of Game 100, in which several tributes from each Games were abducted by the World Alliance, the Capitol took over the World Alliance with the help of District 13. Now the World Alliance was known as District 14. From this moment forwards, twenty eight tributes would fight per Games, with thirty after Game 200.
Game 101 of the Hunger Games would begin again in the year 118, with a five year pause having occurred. President Salazar Gaul had stepped down, giving the role to his daughter, Isadora Gaul, who was aged 35. He had two older sons, Gabriel and Miguel, who took high positions in government as well, while his youngest child, Luciana, took a job as a stylist.
It was revealed that the last victor of each District would perform the reapings until someone new won. The reapings would all occur on July 4th, an hour apart.
Next, each District would have 52 youths eligible. Four males and four females of each age from 12 to 18. Two youths of each age and gender would have taken tesserae, while two would have taken less tesserae for fairness.
A peacekeeper would deliver a letter of eligibility two days before the reaping, and on reaping day the selected youths would get dressed and head to reaping square, hand in their ID to be scanned, and head to their spot. When the chosen youth's name was called, their face would be shown on the screen so that no mistaken identities would be had.
For career Districts, five male and five female volunteers would show off their skills to the last victor of their gender, and that victor would choose which tribute had the best skills to represent Districts 1 and 2, announcing that on reaping day.
As part of a new set of rules, only one only child could be reaped per Games, due to President Isadora Gaul having lost two babies to miscarriage before having her only child, a son named Juan.
Blind tributes, single parents, and pregnant tributes were not allowed to be reaped, but any other tribute with a disability was eligible, even those in a wheelchair. Disabled tributes could now bring hearing aids, glasses, wheelchairs, and walking helpers into the Games, as well as prosthetic limbs for fairness.
The final reveal was that for each quell, District partners would be tied together. If one from a pair died, the other would have their tracker detonated. The last pair standing would win.
There would also be one extra double win, which could occur every ten Games, such as from 101 to 110 it could occur once, and so on.
Capitol citizens excitedly crowded around their televisions when July 4th came, with the first reaping in District 4 occurring at 7, while the last reaping would occur in District 1 at 9. Many were excited to see who would come out on top.
