A story that took place in a version of Heaven and Hell ruled over without an apparent God figure. New souls would arrive in a plane of blue clouds and either be let through the Pearly Gates, or be sent downstairs on a dingy, crowded elevator. The main character was a woman sent to Hell who meets a high ranking demon who doesn't like the way things are running. Meanwhile, the souls of Heaven are starting to rebel against the surveillance state of the angels. This was at least a two book series, if not a trilogy.
