In the corners of underground rings, in the darkest alleys, in the hidden secrets and in the black of the night, you can hear whispers.

Whispers of men, strong enough to take All Might and survive. Hushed tones, echoing of women who defied the HPSC and survived. Murmurs of a creature, smarter than everyone else on the planet. A susurrus of tales, some true, some not, that wind together to create a tapestry of lies and deceit, where stories could be true, and the truth could be part of your imagination. 

It tells of underground heroes, of villains and drug dealers. Of Yakuza, informants, and crime lords. It holds many myths, clutched tightly in the dirty hands, with accuracy thrown to the wind. Not many people know how to read it, and even fewer can discern fact from fiction.

They say that there is an informant out there who can find anything, for a price.

There's a hacker out there, who can get into everything, because they get bored, or at least, that's what some tell.

Rumor has it, a certain person might be willing to share their analysis, from quirks to heroes, for a favor.

Some have whispered about a secret vigilante that has been using their connections to take down the biggest criminal rings.

 Or, just maybe, they're the immoral villain whose smile haunts the HPSC every hour of the day.

The stories get taller and taller, until it seems impossible that anyone could have done anything like this. One minute, the hacker is actually Nezu, pretending to be a villain, and gathering information and blackmail on others. The next, the king of the underground is actually dead, and the informant has taken his throne. Most villains disregard the information, not willing to trade, or listen to, others versions of this miraculous villain, who has broken all the laws, and was last seen on the run, or who might have been seen talking to a leader of the local mafia. They carry on with their lives, doing whatever it is that they do, and ignoring the tall tales of someone who shouldn't be possible.

But when has he ever let the impossible stop him?
