Toga, Twice, and Apex were being reassigned to Chisaki's operation for the time being. Toga and Twice since hey were valuable members of Shigaraki's team, and Apex because of her genius level skills and the fact she's a bioengineered assassin made with the resources from Dr. Yoshida.
They were in a meeting with Chisaki, in his underground room of the yakuza mansion.
