3rd: Any villians that live to the original or sequel trilogy. We only count the crimes that happen in the phantom menace, attack of the clones and revenge of the Sith.
4th: We're only focusing on the main villians, so minor nuisances like Nute Gunnray and Zam Wessel for example, are excluded
