In his opinion, Ender Watchers paid absolutely nothing to make amends and they deserved more punishment, but he couldn't do anything about it because then he couldn't say anything against them and Frostborne. However, he was not going to accept and forget.
Such a quick forgiveness of the End faction was due to the fact that Patrick still had a forgettable heart and he could forgive many, especially those who asked for forgiveness despite the horrors that that dragon had done.
