That's only in a one on one tho. If he tries his hardest he can beat two with major injuries in both parties. Sure he can beat Warlords no problem. But again he got nakamas to protect. It's hard but he manage to beat Kizaru's ass then there's Kuma, he's a good guy he can see that. When Kuma paws every nakama of his he heard Kuma whispers to Rayleigh with his Observations Haki. He let him do so. He got sent to Amazon Lily and with his nakama in the places they got sent in canon.

Then the Fleet Admiral got a report about Garp's youngest grandson punching a Celestial Dragons. He wants to laugh but he didn't for professional purposes. When Garp heard that he never hid his joy and cackles to the ground. He would do the same thing.

When Ciel got the report he burns the files. "Burn the auction house and the Celestial Dragons involved.
