"In the past few centuries, much has changed. Wars have been fought. Governments have crumbled. Millions have died. Somehow, the world has recently started to recover from the years of violence and despair. America has built a new, stable government. We are starting to heal the environment, while advancing in technology once again. Where buildings once crumbled, new ones stand. Our children can now look forward to a future of happiness and prosperity. We are finally gaining the power of our ancestors."
Irie's voice echoed through radios and TVs across the country. Schools had assemblies so that the students could hear the big news, and many adults had been given breaks to listen to the speech at their jobs. The population had just come back from the brink of collapse. They held onto every word from their new and improved government, which was going to prevent anything like the past catastrophes from ever happening again. No one needed a reminder of how lucky they were to have survived the wars. Irie's next words confirmed this.
"However, we barely survived those horrific events. Serious precautions must be taken to make sure this never, ever happens again. Humanity could have been destroyed, and as ashamed as I am to admit it, we have no one to blame but ourselves. Although this doesn't mean that it was us whose actions caused so much chaos. Our only mistake was letting the wrong people take charge of civilization. I am proud to say that at the moment, our leaders are completely capable of handling their current positions. Nonetheless, this does not ensure that inadequate others may rise to power and bring about our downfall, this time for good.
I can only imagine how concerning this may sound, but please, hear me out. Our brilliant scientists, under the guidance of Councilist Sybil, have created the solution. Next Thursday, we ask that you go with your child to their high school. When there, everyone will be injected with a serum. Never fear, this serum is perfectly safe. The only thing that you will notice is that your hair will turn dark brown, if not black, in about an hour. All the serum does is alter some of the pigments in the hair, and implant small, microscopic chips in the strands.
Now, this is no offense to the blondes out there, but you'll all be brunettes soon anyways, right?" Irie gave a small laugh. It was difficult for the population to not trust the young, smiling official, who was surrounded by an aura of confident power. "Notwithstanding, every time an individual injected with the serum carries out an action that is viewed as foolish, their hair will turn a little blond. At first, the hair will start to get lighter at the roots, then the color will travel down the length of the strands every time the individual carries out another inappropriate action. It is a slow process, but a thorough one.
Once a person's hair is completely blonde, their brain will enter a conscious, coma-like state. These people will be incarcerated and dealt with by the government. We understand that this is not fair to the children, who do not know right from wrong. This is why the serum will only be administered to people of or over the age of fifteen. You will be asked to take your child to the hospital on their fifteenth birthday, so they can be injected.
I understand how daunting this must sound, but it is necessary for the safety of all Americans. Anyone found without the serum in them will be arrested. Random serum checks will be carried out at school, on the streets, or wherever the officials deem necessary. We plead for you to cooperate for the better of our nation.
