"So, if it is true, then humans themselves cause all disasters?"  

"I can't say that's all they caused, but it is undeniably linked to the common karma of humanity since every human social and historical growth cycle ends in self-destruction when resources are distributed unequally and gradually come to be controlled by a small number of people. The application of the rule can span the entire human race or just a single nation.
