It was already a big criminal organisation in Japan at the time, although it was formed in 2012 itself. Sano Manjiro "Mikey" wanted everything to be perfect.
Sano is a genius man, he made the most strongest and trustable men his executives. They were like his soldiers. Mikey didn't want his friends to be in Bonten because the REASON Bonten was formed for Mikey to protect his loved ones.
