In a large Fortress or a Castle known as Primum Castrum, this place is known as the first ever Castle to be built when the 4 Founders settled down and created the Settlements that started forming the Foundations of what Arcadia is today, given the Statue of the 4 Founders in the middle. We can see a large gathering of Arcadian Citizens in the Castle Courtyard, all of them screaming out their complaints towards the new Rule and the Peacekeeper occupation. The Citizens wanting their voices to be heard.
Up by the Main Stage Area that is used to address Arcadia's Citizens, we can see none other than Juniper, Jeanne, and Julius Arc in the Center. They are alongside a Squad of Praetorian Guards and a certain James Ironwood, who is donning his Ghost Recon Gear. The Gear he is donning is a white and grey Bodysuit, armed with a Bulletproof Vest covering his entire body, along with Armor Pieces around his arms and knees. He also has an Ammo Belt along with a Rocket Launcher attached to his back. Then a Helmet with a Visor that has a HUD in display and a Mouth Piece.

Ironwood watches as Juniper steps forward on to the Mic, addressing the Citizens of Arcadia.
Juniper: I know you have questions regarding the rising resistance among Arcadia and its Kingdoms, but you need not worry! I can assure you, the new Arcadia I will usher under mine and Nicolas' rule, will bring stability and growth once again. That is why now is the time for all Arcadians to step down from their Military Posts and enjoy their hard-fought freedom.
Many Arcadians were appalled by this decision, the same can be said for the Soldiers and Knights present in the Castle, all of them glancing at each other.
Juniper: With order established throughout Remnant, thanks to the efforts of our Hero, Nicolas Arc. Nicolas and I will offer our valiant Peacekeepers from Earth-66 a place in Arcadia to protect and defend us.
The Knights and Soldiers turn towards the Peacekeepers with looks of disdain and anger, even the people of Arcadia do not like this decision. Everyone knows the Peacekeepers aren't protecting nor defending Arcadia, but putting it under their rule, mistreating the people and abusing their power. Many started shouting their complaints and dislikes of this decision, with Ironwood looking down, clenching his fist. Julius glances over to Jeanne as she nods, going over to the Mic and making it clear to the people of Arcadia on who's in charge here.
Jeanne: Silence! This is the Emperor and Empress' final order! The War is over and change needs to start, you all need to accept it or else face the consequences! You have all fought valiantly but the fight is done, lay down your Weapons and focus on Arcadia's future. What we are doing is for the benefit of Arcadia and we will not take lightly to Traitors.
More whispers and murmurs occur amongst the Crowd, even Arcadia's Soldiers are being very hesitant of this new change. Ironwood looks over and sees the Praetorian Guards are thinking the same as well. He sighs, what is becoming of Arcadia?
Timeskip
In one of the Conference Rooms in the Castle, Ironwood enters the Room and removes his Helmet, placing it on the Table as he turns around and was met with his Teammate or Squad Member, heading inside. He is wearing the same Gear as him, but as he removes his Helmet, the Man is described to be tall, grizzly, muscular, having medium-length black hair with streaks of gray on it, and a beard. This Man is known as Victor Krause, the Leader of Metal Team and someone Ironwood considers a Brother.
