He's completely normal. Totally normal, sane, regular old Felix the Cat. Nothing satanic happening with him at all.
This was done yesterday night on Clip Studio Paint (with my Huion Kamvas 13 pro) with the Jazza brush pack. However, the watercolor effect on the tie and blood splatters was done with the default watercolor brushes.
