The Police Department and the Fire Department are rivals of the city; they have petty feuds, but it's all fun and games for mostly everyone involved. Kira Brennan, however, had it out for the fire department, or one firefighter in particular. Though if you asked her, she'd say he had it out for her. Evan Buckley, the 118's resident troublemaker. Breaks nearly every rule in the book and slides right on by because he still manages to do his job—save the people. Kira despised him for it. Unfortunately for her, the police and fire department commonly cross paths on scenes, forcing her to see the man of her nightmares more often than she'd like.
