This is based of a discussion on reddit, original post was deleted, but the discussion is still there. I will write out the discussion below, then after that do what the story will follow. Basically my modifications to make it more 'streamlined.'
Lien (Ⱡ) Value(s)
White Lien (Ⱡ) card: Pre-paid VISA that can have a maximum of either 5,000 or 10,000 Lien.
Green Lien (Ⱡ) card: Pre-paid VISA that can have a maximum of 20,000 Lien.
Red Lien (Ⱡ) card: Either a middle point between green and white Lien or a credit/debit card.
Yellow Lien (Ⱡ) card: Either a middle point between green and white Lien or a credit/debit card.
Blue Lien (Ⱡ) card: Either a middle point between green and white Lien or a credit/debit card.
Lien (Ⱡ) Coins: RWBY Chibi was stated as being canon, and as such, the Lien (Ⱡ) coins in RWBY Chibi would likely be canon too. They weren't able to find an exact value for the Lien (Ⱡ) coin, but it's assumed to be worth less than a white Lien (Ⱡ) card.
How are green and white Lien (Ⱡ) pre-paid?
Well, green and white Lien are likely loaded using a Scroll. A person would access their digital bank account, scan or insert the green or white card, and load an amount of money onto the card for use later.

White Lien (Ⱡ) card: Pre-paid VISA that can hold a maximum of 5,000 Lien (Ⱡ).
Green Lien (Ⱡ) card: Pre-paid VISA that can hold a maximum of 10,000 Lien (Ⱡ).
Blue Lien (Ⱡ) card: Pre-paid VISA that can hold a maximum amount of 20,000 Lien (Ⱡ).
Yellow Lien (Ⱡ) card: Pre-paid VISA that can hold a maximum amount of 50,000 Lien (Ⱡ).
Red Lien (Ⱡ) card: Pre-paid VISA that can hold a maximum of 100,000 Lien (Ⱡ).
Credit/Debit cards: Making them their own separate thing. As seen with Weiss Schnee during the Vytal Festival, there are Credit/Debit cards in the world of Remnant. Essentially just taking the Lien (Ⱡ) straight out of your bank account, rather than using Lien (Ⱡ) cards as a middle man.
How do the Lien cards work: Like above, they are either scanned or inserted into your Scroll to load, or withdraw, the Lien (Ⱡ) loaded onto the Lien (Ⱡ) cards.
Y/N's Lien (Ⱡ): Due to the [System], it basically auto created a bank account for Y/N, connecting it to the 'most trusted' bank available in Vale. By the time the bank would notice, they'd probably ignore it. By the time they would investigate Y/N's account, they'd see it as legitimate due to Y/N having completed his residency, driver's and identification by the time they check.
