Yo. Let me start this chapter with a rant. If you want, you can ignore my rant and move forward.
All Might bashing is stupid. First of all, Izuku asked him ," Can I be a Hero like you without a quirk?" Now I know that I'm trying to make a realistic Boboiboy fights without him using his quirk but I cannot see a way how Boboiboy or any other buff, quirkless dude could be a hero like All Might. Mind you, the question wasn't that if he could be a hero, the question was whether without a quirk, he could be like All Might.
Yes, All Might has done 1 stupid thing. He didn't stop the fight between Bakugo and Deku during the combat training. That's it.
People keep slandering All Might when all the actions they hate him for are justified. Let's break them down:
"He didn't give Izuku medical attention after the sludge villain."
Bakugou didn't get any medical attention after he was attacked by the sludge villain either so it seems heroes only get victims medical attention if there are clear visible injuries. Which might play into the whole "society sees heroes and villains as show and villains as the audience" theme that the story mentons. Also we don't know how long All Might came after Izuku passed out, it might have just been for a couple of seconds so he didn't think Izuku needed it and he was running out of time and if there was a problem Izuku can just walk to the hospital or call for an ambulance himself.
"He said quirkless people can't be heroes." But like I explained, that's not what Izuku asked.
Let's assume for the sake of argument that quirkless heroes are possible because I'm doing it after all. I also believe quirkless people can be heroes. There have been no mention of any quirkless heroes in canon and if there were quirkless heroes a fanboy like, Izuku, would have known about them. So, it's safe to assume there are no quirkless heroes and even if they are possible it would be so hard to achieve that no one has successfully attempted it. And it would be even harder for Izuku since quirks are getting stronger on average with each generation and as such the competition is getting harder. There were also more quirkless people in older generations so there would be more people to attempt this when conditions were easier and yet none of them succeed. So even if it is possible it would be completely revolutionary (my precious Boboiboy is trying to do it).
And while All Might saw that Izuku's analysis was good for his age (was it really? All I saw was basic observation. Heck my 8 years old younger brother could write all that down), that's not enough to achieve something groundbreaking. And even if Izuku's body was in the same shape as when he started UA after 10 months of bodybuilding that still wouldn't enough to assume that he achieve something so difficult.
After all I don't assume that every smart kid I met in highschool would be able to create an ARC reactor. Or every kid good at basketball to be able to play in the NBA, let alone be the first guy under 5" to play in NBA. So All Might was right to say this to Izuku because it pretty much is impossible. Let's be honest, Izuku didn't put any effort into being hero himself. He never practiced or even tried to at the very least try a little. He was just a scrawny fanboy who put 0 effort and got the best quirk in the whole world by chance.
Izuku didn't even have the confidence or conviction All Might showed in that brief flashback of him meeting Nana, and they expect the guy whose seen the worst of the worst to say "Yes, scrawy afraid child. If you do push ups, you too can stop someone who casually can lift a truck."
"He crushed Izuku's dreams"
Izuku asked him a question and he told the truth and wasn't even mean about, he even tried to lighten it by suggesting other career options. And for some people crushing an impossible dream sooner is better than letting all the time and effort (which Izuku never put in) they spent on that dream go to waste when it can be used for a more feasible dream. So I don't think All Might was wrong for telling Izuku to give up on being a pro hero because Izuku was not going to make and it would be more productive for him to find a different career, and All Might lists several.
