Philip is quite the romantic when you really get to know him, but he'll drop light acts or comments if you two aren't too close with each other, something he learnt from getting cheated on one too many times.
At the start, he'd make little remarks about how you've been helpful around the settlement, a form of praise, making sure people around can hear, so you know he's pleased with your actions, and he will take them into account. Maybe Philip will stop by now and then when he thinks you need help, or are confused with something, and will explain it to you into deeper detail.
Later into a relationship with him, he may find pretty rocks on the ground or in a stream and give them to you, as a form of appreciation and his love. He may even go as far as resting his arm around your shoulders or neck in public, but not often, as he doesn't want to give people the wrong idea, especially if they may be homophobic.. Which is why he kisses you in more private areas.
Even later into the relationship, where people may just think 'get married already' if the apocalypse didn't exist, he would've married you.. At this stage, he'd go all out, the public praising, gifting you pretty rocks or even a knife that he may like, but that's only because he loves you, and he takes great pride in knowing that you are his, and he is yours.. This is around the same time that he will feel comfortable to have intercourse with you.
He has a struggle putting to words how much he loves you, which is why he only uses acts of service and praising. But you may ask, how is praising different from saying "I love you," ? The difference is that he feels more comfortable with expressing how happy he is with something you do or say, in words of praise, which is how he would express his love, because he doesn't want to be extremely vulnerable by saying "I love you," Because he's not only afraid of being too vulnerable but also because he's convinced that if he says it, you will die somehow, and that is the last thing he wants.
