A round of nods and murmurs of agreement swept through the assembly. Defense was a top priority, especially with the escalating tensions in the galaxy. Another leader, with a tall, lanky frame and bioluminescent skin, chimed in. "In addition to defense, we should not neglect our offensive capabilities. Our fleets need to be equipped with weapons that can neutralize threats swiftly and efficiently. I suggest we explore the development of antimatter-based weaponry. The energy potential of antimatter is immense, and it could give us the upper hand in any confrontation."

A deep, rumbling voice from a hulking, armored figure across the table added, "Weapons are important, but we must also consider the role of artificial intelligence. Our current AI systems are advanced, but they lack the adaptability and intuition of a sentient being. We need to create AI that can not only follow orders but also learn and evolve, capable of making strategic decisions in real-time."

There was a pause as the leaders considered this. The use of AI in warfare and governance had always been a contentious issue. While AI had the potential to greatly enhance their capabilities, it also posed a risk if it ever went rogue or was compromised by an enemy. After a moment, a leader with a translucent, gelatinous form and floating organs within their body spoke. "Artificial intelligence must be advanced cautiously.
