Sealand, because he would really annoy England (and help France to as well) by barking around and clinging on to England all the time, even in the dark times when.. He makes food. Also, there's a breed of dog that loves water and it specializes in saving people in it! It might make Sealand feel more useful, and it would be adorable, a tiny dog coming to you when you're lost at sea!
