I think he wanted to make the Nightwings superior, but the Nightwings were terrified of the powers. So he wanted to help a different tribe. Obviously not the Icewings, since Nightwings hate them. Not the Rainwings, they are pacifists. Not the Seawings, they live underwater. That left three tribes, Sandwings, Skywings, and Mudwings. So he chose Skywings because They are powerful and also Scarlet is evil, and would want the same thing as him.
