It could be when two dragons from different tribes have a higher chance for the dragonet to have birth defects. Some dragons have birth defects, but both parents were from the same tribe. Examples are Six Claws and Peril. Also the the dragonet who was born from parents from different tribes, has less chances of having both powers. For example Sunny has fire, which both Sandwings and Nightwings have, Sandwings give off heat, and Nightwings dont have poison tail barbs.
