Female deer commonly do not have antlers
although there are some species of deer that do have females with antlers, such as reindeers, as they have antlers no matter what gender.
and this screenshot from google says that miss thavel is a wendigo.

And in folklore, wendigos will have antlers no matter what gender
so in that case
yes, she can logically have antlers and be female. :)
