It's like he is convincing himself. He doesn't really mean it. He is hesitant (or at least implied to be) because Peko is in that group of people who would die if he tried to escape. It's also said in game that he is too "kindhearted for a Yakuza" and he genuinely doesn't want to escape at the expense of others. He even says it would be shameful during her trial.
Also on the first image, I find it odd that he chose the word "affection".
Of all the words he picked that in particular, and I know this is far fetched, but literally after that he was trying to convince himself he could and did have the desire to kill (when he didn't)
And "affection" isn't often used in like friendly ways, it commonly has romantic implications.
