They don't interact much (especially in the anime) but they are from the same friend group so maybe in off camera situations they interact a bit more.
They don't have near enough conflict going on and much less tension than they need to have in order to be a good relationship.
This have a slightly higher chance of happening because of hanging out with mutual friends can get you to know each other and maybe something can happen but them being together as a couple is kinda useless in the story.
It could also downgrade Todoroki character development because Uraraka is a "stubborn" girl.
The best example of this is when she says that Deku is a good hero name (which it is not.)
I am sincerely not mad at this because it makes her character unique pop more but Todoroki needs someone patient and understanding if he ever gets a partner.
So in summary:
They are in the same friend group but don't talk much.
Not the best mix, Todoroki needs someone patient.
