The final bell had rung, marking the end of the school day. Lan Xichen's mind was still on Wei Ying, and he decided to visit the school's administration office to inquire about the boy's educational needs. He hoped to understand more about Wei Ying's situation and to see if any official accommodations could be made.

Lan Xichen approached the front desk, where the school secretary was busy organizing paperwork. "Excuse me," he began politely, "I'm Lan Xichen, the new seventh-grade teacher. I was hoping to inquire about an IEP for one of my students, Wei Ying."

The secretary looked up, her expression neutral. "An IEP? For Wei Ying?"

"Yes," Lan Xichen confirmed. "He seemed to be struggling in class today, and I wanted to check if there were any existing accommodations or support in place for him."

The secretary began typing on her computer, searching through the student records. After a few moments, she looked back at Lan Xichen with a slightly concerned expression. "I'm afraid I don't see any IEP for Wei Ying in our system."

Lan Xichen frowned. "No IEP at all? Is there any record of an assessment or any support services?"

The secretary shook her head. "There's nothing listed. However, I can tell you that an IEP requires a parent or guardian's consent to be put in place. Without that consent, we can't initiate the process."

Lan Xichen's concern deepened. "So, if there's no IEP, what kind of support does Wei Ying receive?"

The secretary hesitated before speaking. "In cases where an IEP is not in place, students are usually given the standard classroom accommodations. However, if a parent or guardian refuses to participate in the IEP process, we're limited in what we can offer."

Lan Xichen's heart sank. "Does Wei Ying's guardian know about the possibility of an IEP?"

The secretary's expression became sympathetic. "Unfortunately, Wei Ying's guardian has been very resistant to the idea of an IEP. Without their agreement, we can't move forward with additional support."

Lan Xichen took a deep breath, trying to process the information. "Is there any way to address this situation, perhaps through other means of support for Wei Ying?"

The secretary nodded. "We do what we can within the standard framework, but Wei Ying could benefit from more tailored assistance. It might be worth discussing this with the school counselor or looking into other community resources that could provide additional support."

Lan Xichen thanked the secretary and left the office, feeling a growing sense of frustration and helplessness. The systemic barriers and lack of support for students like Wei Ying were becoming all too apparent. It was disheartening to see that despite Wei Ying's evident struggles, the necessary accommodations were not being provided due to bureaucratic hurdles and the reluctance of his guardian.

Determined to find a solution, Lan Xichen decided to speak with the school counselor. He hoped that by collaborating with other staff members, they could find a way to better support Wei Ying, even if an official IEP was not currently an option.

He walked down the hallway to the counselor's office, hoping that there might be a way to make a difference despite the obstacles. As he knocked on the door and stepped inside, he knew that finding a solution would require persistence, creativity, and a commitment to advocating for his student's needs.

Lan Xichen sat in the counselor's office, explaining Wei Ying's situation and his concerns about the lack of an IEP. The counselor listened attentively, nodding in understanding.

"It's clear that Wei Ying needs additional support," the counselor said thoughtfully. "While we may be limited by the absence of an IEP, there are still ways we can help him."

The counselor suggested setting up a meeting with Wei Ying's guardian to discuss his needs and explore alternative forms of support. Lan Xichen agreed to take on the task, determined to ensure that Wei Ying received the assistance he deserved.

As he left the office, Lan Xichen felt a renewed sense of purpose. He knew the road ahead would be challenging, but he was committed to advocating for Wei Ying and working with the school to create a supportive environment. The journey might be difficult, but it was one worth taking for the sake of his student's future.
