Prologue: Filling the Gaps

The League of Villains had been defeated, and the City of Musutafu was at peace, but something was happening in the criminal underworld........

"Wiseman, it's time to take our rightful place and rule the city." A deep voice spoke. "Yes, my Tribal Chief." Another, older sounding voice responded......

U.A:

The young heroes of class 1-A their training, with young Izuku Midoriya leaving to purchase a couple of things from the nearest store. While on his way there, he bumped into a man, obviously American, with blonde hair and ice blue eyes, and wearing a fancy suit, Izuku couldn't help but notice a tattoo on the side of the man's neck, it appeared to be a skull with the colors of the American flag, with stripes coming out of each side of the skull.
"Oh, sorry sir." Izuku said.
The man didn't seem to notice him, so Izuku just kept walking.....

The man kept walking until he found an alleyway, he then pulled out his phone, and noticed he was receiving a call. The contact name read "The Viper"
He answered. "They're definitely here." The voice of a man said on the other line. "Alright, be ready, I'm on my way to meet you." The blonde haired man responded as he hung up and left the alleyway with a sense of urgency. This man was no ordinary man.

He was Cody Rhodes.

"The American Nightmare" Cody Rhodes
Quirk: American Nightmare
-can provide the user with enhanced speed and strength

Unknown warehouse:

Cody stepped inside of the warehouse, knowing that two of his old friends were there, waiting to meet up with him. One of them stepped forward, a bald man that was a bit taller than Cody, with a much more intimidating aura. "Been a while, eh Cody?" The man asked. "That it has, Randy." Cody responded.
"The Viper" Randy Orton
Quirk: Apex Predator
-grants the user immense power based on how much anger the user possesses.

"So Randy, what do you want to talk about?" Cody questioned. "We're going to need more than just us when it comes to taking THEM down. If you catch my drift." Randy responded. "That I know, speaking of, I encountered a student from U.A while I was on my way to the warehouse. Izuku Midoriya, Class 1-A." Cody said. Another voice spoke up. "Cody, with all due respect, I don't think we should be getting those kids involved in our affairs, especially since they defeated the League of Villains just a few months ago." The voice said. "I understand that Kevin, but from what I've seen of these kids, they have what it takes to stand alongside us." Cody responded as Kevin stepped out from behind a crate.
"The Prizefighter" Kevin Owens
Quirk: Prizefighter
-grants the user immense strength that gradually increases over time

"I hate to say this Kevin, but I kinda agree with Cody, but we shouldn't barge in like a rhino crashing through a car, I think we should take time to study ALL of class 1-A, to see if the rest of them have what it takes to stand with us, granted the fact that Cody's done his "homework" when it cones to Izuku Midoriya, but the best decision here is to study all of them." Randy said.
"He's got a point." Cody responded.

Kevin then opened three briefcases, holding three hero suits inside, Cody put on his.
A red white and blue suit and cape, decked out with gold accents, with a skull helmet that looked to be wearing a golden crown with wings on the side of it.

"Let's go, guys." Cody said as he and his partners left the warehouse, their mission clear.......

U.A:

Izuku returned to the dorms to be greeted by his friends.
"Hey, Deku. Anything happen while you were out?" Ochaco Uraraka questioned. "I bumped into this guy, he seemed kinda strange, he wasn't focused on me when I apologized to him. He had this strange symbol tattooed on the side of his neck too." Izuku responded. "Think you can draw the symbol?" Uraraka questioned as she handed her friend paper and a pencil.
"Yeah." Izuku responded as he drew the symbol

"Strange, you think the guy's a hero?" Eijiro Kirishima questioned

"Strange, you think the guy's a hero?" Eijiro Kirishima questioned. "I don't know, he seemed to be walking past me with a sense of urgency, he was wearing a suit and tie, so I doubt he's a hero, if he is, he's one that I haven't heard about." Izuku responded. The class all agreed on one thing. This man was hiding something........

Musutafu's city center:

A man sat on a rooftop, watching the city. He had long brown hair that faded into blonde at the ends, and was wearing shades that covered his eyes, he was also wearing a black vest as well as black pants, the vest had an acronym on the center reading "S.F.R".
"The city's going to face a threat bigger than themselves, and it's up to me to stop it.
He then shot up to his feet when he heard the distinct sound of footsteps approaching him from behind, he looked behind himself to see Cody, decked out in his hero suit. "Didn't think you would come find me, Cody." The man said as he stroked his beard.
"C'mon, Seth. You should know full well that we're all here to fight THEM." Cody responded, his voice deepened slightly by his mask.
"So you confirmed that THEY are here, huh? Well they're gonna have to face the power of Seth Freakin' Rollins!" Seth responded.

Quirk: The Architect
-grants the user the ability to construct weapons and platforms out of any material

"Glad to have you on the team, Seth." Cody said as he and Seth jumped from the rooftop, going to meet with Randy and Kevin.........

U.A, Two Days Later:

Izuku watched the news and spotted that unknown heroes were spotted taking on a Noumu. Izuku and his class had been dealing with Noumu that the long defeated League of Villains had left behind, but these guys took this one down effortlessly.
Shota Aizawa walked into the common room of the dorms, where Izuku was sitting.
"You just as confused as I am, Midoriya?" He questioned. "Yeah, they're obviously not heroes in Japan's database, which only adds to the mystery of who they are." Izuku responded.
"The criminal underworld has gone silent, I think those four vigilantes might be the cause of it, either that or a new villain has rose from the ashes of All For One and the League of Villains." Aizawa said. "It's quite a conundrum." Izuku responded.
"That it is, a conundrum indeed, but we shouldn't worry about that at the moment, we need to worry about why villain activity has gone silent." Aizawa stated as the rest of Class 1-A came downstairs.

"What the hell's going on?" Bakugou growled.
"There's things that need to be investigated. But we'll discuss that later." Aizawa responded as he left the Class 1-A dorms.

Just who were these mysterious heroes?
