Also I forgot the shock collar was also quirk disabling sooo yeah it's just a shock collar, also keep in mind that his wolf form is double All might's size.
Quick update with nine-nine since Liz is dead he's gotten less food and water making him dehydrated, malnourished and tired, because blood(?) cells turn food and water into energy, his body's been using all the energy to keep him alive, so he barely moves and has many, many scars, burns and bruises, because his body doesn't have enough energy to heal them properly. His mindset is that 'this must be normal for all kids even though Liz said I needs to be saved.' He doesn't talk still, sometimes he gives a little yap when in wolf form and when in human form he just makes a very quiet "mhm" as a yes and a little "mh mh" as a no which he doesn't say often, and it puts a huge strain on his throat. He knows how to fight and his wolf form is stronger than his human form, but he now takes to switch to and from because of low energy.
His room looks like this if he was still kid sized. (So it's definitely to small for him now)

The rats know about my mind reading quirk since I had dodged to many attacks using it, but it was worth not having the pain, but if I use it now they activate the shock collar more than usual, so I just put up with the pain, since it doesn't hurt as much anymore.
They did tests to make sure they knew about it but it was fine I'm used to it.

I'm sitting drawing Liz on the ground with my tail, when I hear three sets of feet coming, knowing that it's rats coming I start trying to change back to a person, trying being the keyword, well I fail changing back, I get ready to use pickpocket view to get the shiny round things and the things that go on their necks and ears that I can trade for food, when suddenly a head sticks through the door, I activate quirk knowledge 'name: mirio togata quirk: Permeation, allows user to become intangible, letting him pass through any tangible matter.' Hmm.... Letting him pass through.... Tangible matter? What the heck does that mean? It sounds like how the rats described wall walker, He vanishes back through the door and says something, there are other voices, I can't quite catch what they're saying, it's silent for a moment, but Then a loud noise comes and the door breaks open, why didn't they unlock it? I see a new rat who looks nice dressed in black with black hair and black eyes, another new rat with yellow hair and green eyes that looks loud and the rat that stuck his head through the door with weirdly shaped blue eyes and yellow hair he looks less scary than most of the rats, they all stop and look at me with....something other then disgust In their eyes?
I then finally start to shift back to my human form, maybe since not all of them look mean they won't shock me, they look.......... surprised? Why do they look Surprised? All the rats know I can shape shift.
