Third perspective:

"Area 3?"

Rui's voice called out curiously. His eyes looked all over the place, honestly. He doesn't know what area he was in. After all, he was still getting used to Tokyo. If not, he was still getting used to Japan. Rui's eyes widened as a wide smile appeared on his lips upon seeing the sign at the corner of the wall that says "Area 3"

"I'm here Kairi-san!"

Rui replied excitedly at the other line. For an over energetic idiot, he sure is lucky. The man only nodded and nodded, listening to what Kairi was saying through their phone call. Giving him instructions on what to do and what not to. Actually, Rui wouldn't be able to memorize all of those things so Kairi didn't get her hopes up too much.

But she's confident enough that Rui will be able to take care of this job easily.

"All rights I understand! Thank you very much captain!"

Rui excitedly greeted goodbye, hanging up on the phone call fastly. God he didn't even waited for Kairi to greet goodbye back. Probably because Rui's too overly excited, it is his first mission in a while. Well don't get him wrong, he does get A and B rank missions a lot. But it's been a while since he was given a S rank mission.

Missions in the BDE is the separation of works throughout their detectives. The rank of the mission they get is based on their current rankings or in short, it's based on their level of strength. It's appearantly like this:

D rank- Lowest rank of missions (normally for newbies or newcomers. This usually contains cleaning up after maths and taking care of civilian from evacuation)

C rank- Second lowest rank of missions (normally for low ranking detectives. This usually contain simple patrols, errands, and normal rescues)

B rank- Third highest rank of missions (Normally for some medium ranking detectives. This usually contains spying, investigation, medium level rescues, and duo missions for battle)

A rank- Second highest rank of missions (normally for Lieutenants and for the other 9 high ranking detectives in a squad. This usually contains high level rescuing, infront battles, and solo missions)

Explanation for the A rank of "other 9 high ranking Detectives in a squad" is the top 10 people who are the strongest and well trusted by their captain, apart from the lieutenants it contain squad members. (An example is Rui Yugen)

S rank- First highest rank of missions (normally given to the captain of a squad. But in some conditions, it can be given to their lieutenant or the top 10. Although when given to the top 10 they must come in joint missions just in case. S ranks contains head to head battles, territory breaking, torturing jobs, and other missions that requires a high level of risk)

"Took you long enough, Rui"

A deep tone spoke up from the shadows. Revealing a slightly petite man with purple hair, although his eyes were closed. Making his eyes unknown. He wore a detective suit, while a BDE badge was hanging on it. Despite his height, he looked somewhere between 20-24 years old. He wasn't actually short, it's just when he was with his joint partner, he looked rather...short.

Rui's eyes lit up as he smiled in excitement, seeing the purple haired man at the corner. He quickly walked towards him, waving happily like an excited puppy. It's been a while since they had a joint mission after all, probably a month now? The green haired man was about to hug the petite man but he immediately dodged. For someone who didn't even open his eyes, it sure does take a skill to do that.
