It was a day after completing the Everlue mission, and Lucy was scanning the various missions on the request board.
Lucy: Hmmm. Let's see (reached out and grabbed several requests) Searching for a magic bracelet? Boring. Removing a spell from a cursed stick? Lame. Fortune telling love with astrology?! Exterminating a monster on a volcano?!
Mirajane: (walks up to Lucy) Just let me know if you find one you're interested in. The master's at a conference right now, you see.
Lucy: (curious) What kind of conference?
Mirajane: All the guild masters in the region, get together every so often and report about things. It's not the same as the council, but....
Mirajane then turned to the Fairy Tail member Reedus, a round shaped man with a pure shit shirt and wizard hat and orange poofy hair, and held her hand out.
Mirajane: Reedus, Could I borrow a light pen?
Reedus: Oui (taking a special looking pen out of his pocket and tossing it to Mirajane)
A light pen takes the form of a normal-looking, light-colored pen with an arched chip, with its end adorned with a small sphere.
Its most distinctive trait is its glowing nib, which is light, prominent and somehow rounded in appearance, made of an unknown material which allows the pen to use its special ability.

Mirajane: (smile) Thanks. (started to write in the air) The council, Era, is the most powerful organization in the magical world. It's only one step below the government. It has ten members and it serves all magical rules and regulations. If a wizard breaks one of those rules, they will be tried by the council themselves.
As the drawing was done, it looked like a tree chart starting with the Government, then Era, then finally the Guild Master Leagues with numerous guilds attached to it.

Mirajane: Then we have the different Guild Master Leagues, which are local groups who work together, then the individual masters. It's their job to pass on the decrees of the Council. They also talk to other guild masters on a regular basis. I guess you could say they are the glue that holds us together. Pretty stressful job huh?
Lucy: I had no idea that guilds were interconnected like that...
Mirajane: Connections between guilds are important. If some neglect these...
