It was a normal day, for one kid however it seemed to be something of a hard day, this boy walking down the street with his red trainers and green hair was a boy called Izuku Midoriya, a Quirkless 15 and a Half year old.
As he makes a shortcut through an alleyway, he mused back to how he found himself wandering around Musutafu, for he was thrown out at 12 after his mother decided to move away elsewhere, though despite using internet cafes and other areas, He maintained a small group of online friends.
'To think if I had a Quirk, I wouldn't be like this... But I can change the world, Pre-quirk era would be great.' Izuku thought to himself, however he was suddenly brought out of his thought at the cocking of a handgun.
"Hand over everything you've got kid." Beckoned the man, he was about 6'0 and clearly Japanese.
Suddenly a silenced shot was heard, and the soon-to be man fell to the floor. Meanwhile Izuku was scared and begun looking around, until another person walked out, holding a handgun and had a cigarette in his mouth.
"Don't worry man, you're fine with me." He said, he looked about 20-21 as he came closer, to Izuku he sensed the Man wasn't dangerous or had intent to harm.
"Tell me about yourself, kid." The man asked, and Izuku did, explaining his story and telling stuff to this strange man his gut told him to trust, at the end of it the man seemed understanding.
"So, essentially your Quirkless, Homeless but have big plans to change that? You're gonna need some help to build this up, fortunately I know some." The Man stated.
"Can I know your, name?" Izuku stuttered out.
"Kenji... Kenji Okamura." The Man stated, lifting his arm out as he had holstered his pistol, offering a hand to the Boy.
"N-Nice to meet you." Izuku muttered, taking the hand.
"Now let's go, time is-a wasting." Kenji spoke, and Izuku decided to follow, as he was walking back both stopped to take in a fight ongoing, Izuku saw his old childhood friend there, held as a hostage by some-sort of slime monster or other, but he didn't care.
"Let's continue on." Kenji spoke, and both did so, it took a while but they eventually arrived at a Aparment/Warehouse.
"Well Izuku, for the meantime you will be staying here, it is your place now too, not just mine." Kenji stated.
"S-Seriously? Just like that? N-No Nothing?" Izuku spoke, trying to calm his stuttering.
"Well, I want to talk deeper with you, perhaps find out more and train you if I think I know what you will be." Kenji spoke to him.
"Alright... I guess this is the start of something new, eh?" Izuku replied back, and both begun to talk more.
A Few Months Later
It had entered Autumn by now, and Izuku had been training, after his talk a few months back with Kenji, he was introduced to a inner-circle like for people like him and ideas similar, however today Kenji was taking him to meet with a contact.
Despite the drive, both arrived at the meeting place and walked along, essentially coming to a stop Infront of a man with a Uniform on.
"Travis meet Izuku, Izuku meet Travis." Kenji spoke, introducing both to eachother.
"A Pleasure to meet your acquaintance." The man spoke in good Japanese. "And Kenji, It's Rear Admiral Travis." The African-American stated but it was a bit more of a Joke than serious.
"Sorry, my bad." Kenji joked back.
As Both looked back, Izuku was just confused.
"Travis here, despite his look, is Apart of the United States Navy however he also works alongside and has friends within the Central Intelligence Agency, who are keen to see Japan enter their old pre-quirk days, like the rest of the world." Kenji stated.
"Don't give the job away, but in all seriousness, what he said is true." Travis spoke.
Izuku just nodded along, he was still getting use to all of this, however little did anyone know in a year or two, a radical path would be set for them.
"Alright, so onto business... Is the CIA and the American Government going to support any Quirkless Revolution?" Kenji speaks plainly.
"Yes and No. It will support with guns and advisors, however in the basis of the revolution they are inclined to support the government, but limited." The Admiral States as a fact.
"So support and no support, smart play from the American Government." Kenji replies.
"Basically, anyway we will be in touch more, and to both of you, I feel this is the Start of Something New... I must be getting back, goodbye." Travis finishes off as he waves bye, both parties leaving.
"You see Izuku, if we want to send Japan back to it's pre-quirk days, a weapon has to be built, the CIA and American Government will actively support us through the shadows. Essentially we have nothing to worry about." Kenji speaks now to Izuku as they return in the car.
"So to do good, we must do the bad. But it can't count as such because the Americans will support us?" Izuku all but said, questioning it.
"In a nutshell, yes." Kenji replies.
"Let's just see what the future holds, I do know from my memory that the Quirkless counts for 20% of the Population at most, if we were to begin a revolution we have the basis and manpower for an army." Izuku strategizes.
"Correct, when it is time, I will introduce you to the others, they've seen you but you've not seen them." Kenji replies.
"Understood, does this mean we are finally on the path to do some good but I also don't want to hurt any of them, I don't mind most but I want us to avoid killing any who surrender or such if we do begin the revolution." Izuku states with his piece of mind.
Kenji Nods. "If Anything.." He states, "..I hope you lead this, your Intelligence and Analysis would be the key to winning, plus I've always felt like an Advisor, so I will be that to you, what do you say, Commander?" Kenji states.
"I am in an agreement, I will agree to this but we will abide by my rules." Izuku replies.
"Of course." Kenji nods, as both soon return and enter the Apartment.
