Story idea: Naruto, the last Airbender

For the story, the premise is pretty simple. it's just the characters in Naruto, but they're in the world of avatar.

I would make Naruto the avatar, obviously. And he would still be a jinchuuriki With the nine tails. Only instead of being a sentient chakra beast like in the anime.He And the other tail beast are spirits from the spirit world that were captured and sealed away. So yes, with being a jinchuuriki as well as the avatar, Naruto will be kind of OP. But not right out of the gate he will work for it I promise.

Other note: the summoning beasts like from summoning contracts will be spirits that made a contract with another person and they can summon them from the spirit world. Just an idea I thought of to justify later characters like Jiraiya summoning toads.

The clans of the hidden leaf village and others will be present. I'm just gonna have to spread some of them out across the four nations. I'm not sure how to work in bloodlines I might just have to do away with them if you have any ideas, please share. Although off the top of my head, maybe I can make people with bloodlines someone who can you do some bending because they are the product of parents that come from two different bending backgrounds. That makes sense, right? Although ocular based bloodlines like sharingan and byakugan might be a little difficult to work in within the confines of the magic system of the world of avatar.

To be clear, there will be no Jutsus in this fic since they will be relying bending. Although I still think they can do the cool techniques like the fireball  or water dragon they just won't be using hand signs. And I think they will still call out the names of their attack. I know it's stupid, but it's fun to do.
Which brings up how am I gonna make the sharingan for the uchihas work since there are bloodline that lets you copy jutsus and cast genjutsus. The best I can think of is that these ocular based bloodlines are the result of a blessing from spirits. I think that could work for a variety of other clans to justify their techniques like the Nara clans shadow techniques or the yamanakas mind techniques and other techniques like that. The byakugan would work the same but without Jutsus how would the sharingan be justified? If you have any ideas, they would be greatly appreciated.
The only ninja arts that I will be including in this story would be sealing Jutsus after all it's gonna be necessary for sealing away the tailed beasts
Another thing I will be adding for the purposes of this story I will be adding a fifth nation sort of, let me explain. Somewhere over the course of the 100 year war, Madara Uchiha the fire lord at the time, along with the Yotsuki, and Hatake clans they conquered a small province of the Earth kingdom and from their spread out and conquered other neighboring provinces. As a thank you and recognition of their bravery and strength in the war, Madara awarded those two clans governing rights over the conquered lands naming them the Thunderlords and the new sub nation, the Thunderlands. This was obviously done as a reference to the clans that helped him as these clans were renowned for their prodigious talent for lightning bending which played a vital role in conquering these lands.
This was the only way I could think of to justify having the land of lightning  like in the Naruto universe.
The only other issue I can think of is what to do with the Hyuga clan. my first thought is to make them a clan of Airbenders. after all their martial arts style the gentle fist is based on ba gua or the eight trigrams. I think, with Hyuga traditions in mind, one branch of the clan, the main house, would be the Airbenders while the other branch would be chi blockers.
I'm also toying with the idea of making them earth benders. Because I've read in other fanfics that due to the rigid and solid nature of the Hyuga martial arts a lot of them have earth affinity. I believe I read that in the Uzumaki tales: tales of the whirlpool, I don't know how accurate that is in terms of canon.
I can't really think of an idea for making a Hyuga clan water benders. Mostly because I just thought Hinata should be a water bender so she could be able to heal people since she's very kind and nurturing like Katara.
The Uzumaki clan will also be prevalent within this story. They will still be seal masters and I will make them water benders because since they live in the village hidden in the whirlpools, it only makes sense to make them water benders. They will be more like a water bending tribe that left the north pole because they didn't like their traditions, especially those regarding women. I'm thinking the Whirlpool a community of water, benders, and Airbenders, because in one part of the story, minor spoilers, Minato will be banished from the northern air Temple and settle down in the whirlpool village with Kushina along with a small group of friends. Minato will be banished because he created a new branch of airbending specifically for offense which I will call wind bending. Would basically be similar to standard wind style techniques from the show, with attacking with sharp precise blades of wind. This will be a style that heat valved with Jeriah while he was out traveling the world in typical air nomad fashion.
