The news of Himiko's trial spread across the country and it was the start of a reformation of the counseling and therapy process; some more resistant than others. Most people were happy that something was being done to limit new villains, but villainous groups and corrupt politicians were angry that he was ruining their plan/ status quo.

Two people left the office of The Hero Safety Commission and drove in front of Caesar's Agency. One was a woman who was in her late teens to early twenties with purple and pink hair, wearing a military uniform. The other was a similarly aged man with blonde hair and a pair of red wings.

Man: Are you sure that this is the right place Nagant?

Lady Nagant: I'm positive Hawks; this is the place. Let's just hear him out and go from there; plus I hope that he can help me... you know.

Hawks: Yeah I know; just hold yourself together until then.

Lady Nagant: Ok.

They got out and went inside; where they saw a hooded figure in front of the building.

?: You're here to see Seraph?

Lady Nagant: Yeah and what's it to you?

?: I am here to visit an old friend and that's all. His office is on the top floor; I will show you there.

The figure walked off, and the two pros just looked at each other and followed her.

Caesar was at his desk filing applications, monitoring Himiko's charts, among others when he heard a knock on the door.

Caesar: Come in.

He looked straight ahead; as the three entered the room. He immediately recognized Lady Nagant and Hawks, but he had a strong feeling that he already met the hooded figure before.

Caesar: Well, well, well, look at what we got here; Kaina Tsutsumi and Keigo Takami, what are you doing here so far from your master's property? Are you here to try to kill me?

Lady Nagant: It's no secret that you're been on their kill list for some time, but no...

Hawks: We are here to join you.

Caesar: Oh, is that so? It's not that I don't believe you, but how can I know that you two won't betray me at the first sign of weakness?

Lady Nagant: We know how they operate. We saw the dark side of our culture.

Hawks: We want to make this world a better place for all just like you. We had been used and abused for profits and killed for the highest bidder; or "the greater good". Plus, we know that once we outlive our usefulness; they will get rid of us for someone new, younger, and stronger. Hell, I am Lady Nagant's replacement in case she dies, retires, missing, or gets arrested.
